Challenges to Municipal Public-Private Sector Partnership for Waste Management: The Experience of Nairobi, Kenya

Abstract

Popular expectation that public private sector partnerships would resolve problems associated with the delivery of municipal basic services has largely not been realised in many cities in the developing economies. The scenario unfolding as impacts of public private partnerships policies begin to emerge globally is that the quality of investing enterprises and local political and socioeconomic circumstances largely influence outcomes. Drawing from experiences in solid waste management in the city of Nairobi, Kenya, this paper traces some factors that limit the success of these partnerships in cities in the developing economies.
